Public Service Performance and Political Elite ...

Public performance-accountability nexus is a hot topic in recent research, but we know little about its antecedents and consequences in developing countries and transition economies. Are top-down appointed political elites taken accountable for public service performance in authoritarian nations like China? The question is theoretically and empirically examined in the book. I argue that government cadres are appropriately appraised and promoted even with the lame democracy. Using a novel dataset and event history analysis method, I test the performance-based political promotion tournament theory and its contingent features. I find that career advancement of provincial leading officials is positively influenced by public service performance but not by economic performance. The effect is stronger for Party secretaries than governors, for central connected officials than local officials, for younger than older, and for short tenure in office than long serving. The performance-promotion nexus in relatively weak and contingent on contextual attributes, suggesting performance-based reform should be deepened to make local agents accountable for public service delivery and responsiveness.

Attraction to Government Public Service Profess...

Attracting competent, committed candidates to government public service professions is of ongoing concern to government leaders, recruiters, and citizens. Without employees capable of achieving governments objectives, acceptable standards in the democratic delivery of public services are difficult to achieve. Traditionally, choosing government public service professions was considered the response to a special calling and to an affinity with employment environments imbued with the public service ethos. With public services now delivered from a multi-sectored environment, the locus of the public service ethos is open to debate. The two main goals of this research were to identify what most strongly predicts the decisions of public and business administration graduate students to enter government public service professions and to assess the public service ethos among a set of career choice predictors from relevant literatures.

A political pendulum?

Public services play an essential role in society, and yet their image is often poor, fed by television programmes such as 'Yes Minister'. Common perceptions include that they have little real merit, do not work hard, are too powerful, are impossible to dismiss, and could benefit from some private sector experience. This study considers how the maligned career service model of public sector employment has evolved. It outlines the traditional model, with its tenets of merit, tenure, standardised conditions and political neutrality, administered by an independent personnel agency. It explores the implementation of the model in the Queensland public service from 1859 to 2000. It concludes that the career model was necessary to overcome problems of politicisation, corruption, insecurity and inefficiency that arose from the previous patronage model. By the late 20th century, poor implementation of the model had led to growing dissatisfaction. Rather than address this poor implementation, the model itself was reformed and weakened. The problems of politicisation and insecurity that existed prior to the career service model are now re-emerging.
